Tulsa toddler found in dog cage
TULSA (FOX23) Tulsa police arrested a man for child neglect after allegedly finding an 18-month old toddler locked in a cage in a north Tulsa home.
Police say a neighbor called 911 and reported finding a crying child outside in the 4900 block of North Frankfort Place. The neighbor told police they knocked on the front door of the house and no one answered so the neighbor called 911.
Police say when officers got to the scene they heard screaming and crying coming from inside the house and looked through a window and saw a small, naked child locked in a metal dog cage. Police say they knocked on the door and when no one answered they forced their way inside to help the child. Police say the child in the cage was covered with feces.
Police say they then went through the house and found William Lewallen passed out in bed with a naked three-year old child next to him. Police say when they interviewd Lewallen he told them he did no know how the child got outside or how the other child got locked in the dog cage. Police say he appeared to be impaired to the point where he did not hear the children screaming for help.
The children have been taken into DHS custody and Lewallen was arrested for child neglect. Police say they believe the children’s mother was at work when this happened.
